Boukadoum: the military approach is insufficient to fight terrorism in the Sahel

The Minister of Foreign Affairs, Sabri Boukadoum, said in Madrid that military operations are not enough to fight terrorism in the Sahel, because they do not address the root causes of the phenomenon, those related to development problems.

In an interview with the Spanish newspaper "El Pais", published Tuesday, Boukadoum said that "terrorism is a transnational phenomenon. That is why only international cooperation works. The Sahel is vital for everyone, including the Spanish.

The head of Algerian diplomacy considered that "terrorist groups whatever their name, Daech, Boko Haram, are all the same. There is, according to him, "a continuous regeneration of the phenomenon.

Therefore, if we "must work with military means", it is also necessary to "understand what is happening", he suggested, stressing, as such, the importance of "seriously address the problems of development".  For, in his opinion, military actions "are not enough" to stop the activities of terrorist groups.

To support his words, he cited the French military operation Barkhane in the Sahel in which Paris has deployed 5,100 soldiers, and the UN mission in Mali (Minusma) composed of more than 15,000 soldiers. "None of this is enough," said the minister, because, he said, "they do not address the root cause of terrorism.

 Algeria has become a destination country for migrants

In this interview with the Spanish daily, the minister referred to the great pressure that Algeria is under because of illegal immigration.

  "In Spain, Italy, France or Greece, they complain about mass migration, but we are the ones who receive them before they reach Europe.

"Europeans complain, but should we act as policemen for Europe? You want protection, but who protects us?" he asked. "One day we will say: Let them out, as some do. But no (we do not) we work with Spain, France, Germany, Portugal ... ", said the minister, revealing that "last year at one point, Algeria received more than a thousand arrivals per day.

Regarding the repatriation of migrants to their countries, the minister said that these are voluntary returns organized in collaboration with their countries of origin and the International Organization for Migration.

 As such, the minister said that Algeria would like to work with the EU, Mali or Niger. "This migration must be stopped in the countries of origin. The creation of jobs will help them not to want to leave," considered Mr. Boukadoum.

"It will be cheaper than, for example, putting ships in the Mediterranean. The Minusma costs billions a year. Schools and health centers must be built. This costs less and allows people to stay where they are," concluded the Foreign Minister.
