President Tebboune chaired meeting of the Council of Ministers: Fighting corruption and reducing the flow of foreign currency

The President of the Republic, Supreme Leader of the Armed Forces, Minister of National Defense, Abdelmadjid Tebboune, chaired, Sunday, the periodic meeting of the Council of Ministers, devoted to the review and adoption of several legal texts and presentations on the sectors of National Defense, Finance, Energy and Mines, Energy Transition, Trade, Public Works and Transport, said a statement of the Council of Ministers:

"The President of the Republic, Supreme Leader of the Armed Forces, Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired Sunday, May 16, 2021 the periodic meeting of the Council of Ministers devoted to the review and adoption of several legal texts and presentations on the sectors of National Defense, Finance, Energy and Mines, Energy Transition, Trade, Public Works and Transport."

After the presentation of the Prime Minister on the activities of the Government during the past two weeks, the Council of Ministers reviewed the recommendations of the meeting devoted yesterday to the examination of the provisions necessary for the organization of the reopening of air and land borders.

In this regard, the Council of Ministers approved the proposals for a partial opening with, for a start, five daily flights to and from the airports of Algiers, Constantine and Oran, starting June 1, and this in strict compliance with preventive measures.

An organizational program will be communicated in this regard in a week.

Subsequently, the Council of Ministers considered and endorsed a draft ordinance amending and supplementing Ordinance No. 06-02 of February 28, 2006 on the General Statute of Military Personnel.

The Council of Ministers followed, then, a presentation by the Minister of Finance on a draft ordinance on the Supplementary Finance Act (LFC) 2021 providing a battery of measures relating to the management of the impact of the health crisis, support for the development program in the shadow areas, legislative provisions to encourage Islamic finance and investment in vital sectors.

To this end, the President of the Republic has instructed the Government to introduce provisions relating to

- The creation of a Fund to receive the funds and property embezzled and confiscated under court decisions in the context of the fight against corruption.

- Encouraging financial inclusion in order to capture the funds in circulation in the parallel market, in particular through the issue of treasury bills.

The President of the Republic has instructed the Government to continue to examine the appropriate method to reduce the number of special funds and include them in the ordinary process of managing state revenues and expenditures with all the transparency and efficiency required for better control of the general state budget.

After the joint presentation by the Ministers of Foreign Affairs and Trade on the process of Algeria's accession to the African Continental Free Trade Area (ACFTA), the President of the Republic instructed the Government to:

- Deepen the consultation with the various economic actors to prepare the accession to this promising area, while taking advantage of similar past experiences.

- Strengthen the organizational capacity of the various administrations involved in the supervision of free trade in the context of this area to ensure effective support to Algerian exporters.

- Imperative to differentiate the barter operations that involve a limited number of goods, the operation of trade under the Zlecaf.

Intervening at the end of the presentation of the Minister of Energy and Mines on the status and prospects of a number of projects structuring the mining sector, President Tebboune gave the following guidelines:

- Begin the effective exploitation of the iron mine Gar Djebilet, as soon as possible, and continue the implementation of all related projects to complete the investment plan adopted, until achieving the objectives set in terms of supply of the national market in steel and export of its derivatives for the next stage.

- Complete all preparations for the launch of the integrated phosphate project to develop natural phosphate resources at the mine of "Bled El Hedba", and the project to develop and exploit the deposit of zinc and lead Oued Amizour in Bejaia.

- To prohibit the importation of marble and ceramics in their final form.

- Review the legal system of the National Agency for Mining Activities, in order to define a more effective and efficient mechanism to control and regulate the exploitation of mineral wealth that our country.

At the end of the presentation by the Minister of Energy Transition and Renewable Energy, entitled "Energy Transition ... towards a sustainable human development", the President of the Republic ordered the immediate implementation of the various axes of the proposed Action Plan, including the development of green hydrogen production and the launch of the project to achieve 1,000 megawatts of solar energy during the current year.

He stressed, in this sense, the importance of involving civil society actors to ensure the mobilization of society necessary for the success of this ambitious project of energy transition.

Regarding the presentation by the Minister of Trade on the strategic trade reserve that will be adopted as a new mechanism for regulating and overseeing the supply of the national market in essential products of large consumption, the President of the Republic stressed:

- The effective application of the law relating to competition, in particular the prohibition of the situations of monopoly and fight against the practices aiming at their exploitation for the disturbance of the supply of the national market,

- The continuation of the efforts of accompaniment of the farmers in order to protect them against the fluctuations of the prices of the agricultural products,

- The efficient and rational management of storage space, especially those intended for essential products of large consumption, in order to take advantage of them to ensure the constant supply of the national market.

After hearing the presentation of the Minister of Public Works and Transport, on the emergency plan for the development of the national fleet of maritime transport of goods, the President of the Republic has ordered:

- The strengthening of the capacity of the two national shipping companies to meet the orders of economic operators,

- The search for effective mechanisms to fight against the exacerbation of the phenomenon of renting containers and the huge costs related to penalties for delay resulting from their non-return in short time, because it is one of the serious phenomena that burden the country's foreign exchange reserves.

The President of the Republic has also ordered a ban on the import of transformers and generators produced locally.

The Council of Ministers has also approved a draft presidential decree on research and exploitation between the National Agency for the Development of Hydrocarbon Resources (ALNAFT) and Sonatrach, and the companies Total E&P Algeria and Repsol Exploracion Argelia S.A.

At the end of the session, the Council of Ministers approved a number of individual decisions of appointment and termination of functions in senior positions of the State."


Creation of a Fund for funds and confiscated “embezzled properties”

 

The President of the Republic, Abdelmadjid Tebboune, has instructed the Government to introduce provisions under the draft ordinance on the Supplementary Budget Act for 2021, on the creation of a fund to receive funds and property embezzled and confiscated by virtue of court decisions in the context of cases of anti-corruption, said the communiqué of the Council of Ministers.

"The Fund will receive the funds and property embezzled and confiscated by virtue of court decisions in the context of the fight against corruption," the statement said. In addition, President Tebboune instructed, during the periodic meeting of the Council of Ministers, the government to encourage financial inclusion, to capture the funds in circulation in the parallel market, including through an issue of treasury bills.
